Would it be possible to 3d print a small personal aircraft using a 3d printer to produce the wings while using Steel as the frame reinforcement

I would say, yes, but I don't want to be the first to test it. Your biggest issues will probably be weight, types of material available, and size of the objects you are able to print. The wings would have to be printed in small sections and pieced together over your steel frame. It would be much more cost effective to use other methods. Don't people usually use thin sheet metal or fabric for this?

Anything is possible, that doesn't mean it should be done. At least not at this time as I do not think it would be cost effective or safe. Another 6 months to a year and then I think the tech will be available to support this project. As of now we do print and fly Rc planes as seen at 3dlabprint.com. Hope that helps
